Is there some perchlorate pollution in the food and water supply? Probably. Does it have anything <i>at all</i> to do with rocket fuel? Sure, probably around 0.0001%.<p>E: after thinking for a couple of minutes, they probably are talking about potassium perchlorate (I only skimmed the article until the 'zomg rocket fuel' panic). This is an extremely common chemical both in the lab and in all sorts of consumer products, but mainly pyrotechnics. It also doesn't appear to be particularly toxic; it seems to affect iodine uptake by the thyroid, but long term studies seem to be inconclusive.
