It&#x27;s very hard to see how they could behave differently in the polity they have to operate in. I&#x27;m not for a minute pretending it does them or the Chinese state any benefits to operate reactively and opaquely. But given the planning cycles they&#x27;d be contradicting Xi Jinping thought on a monthly basis.<p>At least with the levels of use of alipay and the like, they know the real financial state of ordinary people and the size of things like undeclared income. They would have an enormously well instrumented view of the National finances.
