Um, yeah. Police misbehavior (not just this particular flavor) is a big problem. Always has been, probably always will be. Upstream, the cause is lack of serious oversight; upstream of that is basic human nature:<p>- Loads of people are <i>really</i> attached to their beliefs that the police are magically pristine. If serious oversight is suggested, then they'll push back, drag their feet, and eagerly buy into any half-assed excuse that's offered for opposing such oversight.<p>- Loads of people understand that the police often misbehave...but they quietly figure that such misbehavior is a net gain for "the right sort of people". Which, conveniently, includes them. So they follow their own self-interest.<p>- Loads of people are angry about police misbehavior...but their willingness (and ability) to <i>do</i> anything about it does not extend beyond "complain loudly" and "voice support for simple quick fixes". Outside of their in-group, those don't attract serious support.<p>- A few people think that police misbehavior is a serious problem, and are willing to provide ongoing support for the serious oversight that's needed to minimize it. Occasionally, in places, these folks gain enough power to actually fix the problem. Or mostly fix. For a while.
