Samsung has an existing plant in Austin that is quite large: https://maps.app.goo.gl/xV1aQsGTSxWyMrSV8
They are one of the largest consumers of water and electricity in the area and sometimes have to stop production when there are water/power issues.
Also, the existing plant is on the same road as Apple's main campus in Austin (https://maps.app.goo.gl/N5fctVd5iHTwLiBP9 though 7.5 miles down the road), and I believe Samsung produces some of Apple's chips at this plant.
