I was reading something interesting on bike lanes recently.<p>A lot of cities have sold off parking concessions to investment funds, I believe Chicago is a classic example. Such deals often include huge penalties for parking spots going out of action, which can be for anything, including basic road repairs.<p>In this context, bike lanes are unthinkable, as the cities don't actually own the slots they'd be built on. Huge barrier to wider adoption.
