Part of demonstrating how powerful superman and by extension homelander is is showing how they dont have these weaknesses and are not exerting themselves. One of the best demonstrations of that for me was seeing superman get shot in the eye by a minigun. It would have ruined the message if he blinked or winced or teared up. Instead he just took it like a badass confirming just how super he is.
Sweating is a property of humans, animals don't sweat, and we know Superman is extraterrestrial, so he must have some other way of cooling, that's it. You wouldn't sweat if you could cool down by other means. Skins, including those of some animals, also produce an oily film that resembles sweat.
