Micromanagement and terrible leaders do really go hand in hand I guess.
Even if the results speak for themselves (yet to be seen), you really can't get the concept of "it's just wrong" into the heads of these people, they don't understand the concept. This same personality trait tracks with all the idolized figures in the startup community.
But at least business leaders are there to make a profit. These people don't get that a government's priorities don't include profit or efficiency. It's priority is to govern in accordance with established law.
The root cause, in my humble opinion is that Americans have now fully accepted that the executive branch can pass laws, judge and convict on its own. People vote with the expectation that the president and his administration will enact changes. That is simply wrong! Congress enacts changes, the executive implements them as intended by the legislative branch. The executive branch shouldn't even be allowed to lobby or champion policy at all. Executing the law as the president interprets it is wildly different than dictating new laws via executive orders and arm-twisting. This behavior is hardly unique to the current administration. Neither party wants to reduce the powers of the president, and that makes the nation as a whole unsustainable.
George Washington was right, political parties shouldn't have been allowed.

I'm curious how DoD employees are supposed to square this with OPSEC goals.
