It's not obvious where to draw the line on fiber vs starlink, both have a place for sure. Fiber should be about 10x the bandwidth, and half the latency, so it's preferable and should scale better in dense areas where wireless would struggle. But for sure go rural enough and satellite makes sense. I guess the question is who do we trust to draw that line? Notably the old line was drawn I believe without an intent to slight starlink.
