Oregon spent funds meant for addiction services on prosecutors, police gadgets

There was a country in Europe, I think maybe it was Spain or Portugal, that decriminalized drugs and put resources into treatment, job counseling, etc., and this program was very successful.<p>Shame on Oregon if this is all true.
