GitHub's Wild West Approach To Licensing Has Hidden Costs

I wonder how they weighted a repo. If I have a toy project up on GitHub that I never really intended to do anything with or have anyone use, is that really the same thing as putting up a useful library that I made and simply didn't license?

Out of curiosity when did open source become "The Man" as implied by this article?
