Is the government open?

I first thought It was some kind of map of open governments around the world...nope, just a meme. Isn't The Facebook the place for this type of material? (maybe the code was written using Butterflies, so that would be interesting).

While using an animated GIF is a cute idea, a simple "Yes" or "No" would suffice and be quicker to process/interpret.
