All links are unclickable on the State of Delaware's website

Inspect element reveals that there is a div:<p>&lt;div id=&quot;forceDOMredraw&quot;&gt;&lt;&#x2F;div&gt;<p>that seems to prevent one from clicking any of the links. Makes filing taxes somewhat difficult.
