Only a trickle of LWRs will be built outside of China, for one reason.
The steam turbine used by an LWR is more than an order of magnitude larger than the gas turbines used in modern fossil fuel power plants. Think of how an gas turbine engine that fits under a wing can power the plane, whereas a steam turbine engine would be the size of the whole plane.
Even if they could build a reactor for what they say it would cost it would not be economically attractive to do so because the power density is too low.
Any of the advanced reactors they are talking about operate at much higher temperatures and can be coupled to a much smaller and more efficient closed-cycle gas turbine and has a possibility of beating other energy sources economically (solar, fossil w/ carbon capture and storage.)
With the LWR you will see big investments go dutifully into them but there will be no rush of investment because the LWR costs money it doesn't make money.
