I was hoping the article would say something about enforcement. Isn&#x27;t it a hard problem even for developed countries with well-equipped coastguards? The article doesn&#x27;t paint a picture of countries able to do that.<p>What if the Chinese fishing fleet arrives one day and says, &quot;so long and thanks for all the fish&quot;?<p>Otherwise, good on them and sustainable fish, but this is not much different to OPEC or other cartels.

Who enforces the rules? There are hundreds of foreign fishing boats plundering the coast of Argentina right now, and it&#x27;s not for lack of agreements or regulations...

The mighty English navy used to take on unarmed fishing vessels. Lethally. The Dutch first came up with the concept of international waters but it took a few centuries before everyone was on board...
