What exactly does "..and for other purposes" mean? Seems unnecessary and tyrannical to me.

I get the incoming requirement, at least for foreigners.<p>But I think it's a human rights violation to prevent your citizens from leaving and entering the country.<p>I'm in favor of the idea, I just think it's going to have problems.
