This is the 2nd of two parts. The 1st part talks about scams where phishers impersonate a registrar like GoDaddy, Tucows, whoever. The email is a notice that asks the reciever to go to his registrar account. From there it's just like identity theft except instead of stealing creds for a bank account, the phisher gets control over domain names and can modify their DNS.
