As I see it, ships are unloading their full containers and then refusing to wait to load empties to take to China for re-use because they want to push off to China and burn fuel to get loaded with full containers at, some say $22,500 per container, versus the usual $2200, because once the shortage ends, rates will fall off a cliff so every day counts. Since containers are worth under $3500, the ships will tell the Port of LA to fuck a few weasels and be happy. The freight companies will cry force majeure and disavow any fines/demurrage/fees levied and if pushed will give the port their keys and look for other work. Truckers are innocent and are moving as many containers that the cranes and traffic allow.
The only sensible thing this port has said is - we will allow higher stacking - on a good pad empties can be stacked 10 high, if lashed en bloc. (isolated single size containers - 5-6 if lashed as isolated towers one wide/deep can catch winds if empty)<p>All you need to know about ship lashing.
