I work with geographic dataset regularly and have acquired dataset in the past. This product wouldn't be usable. It doesn't list license and attribution requirements. "Lifetime license" might work for icons or website templates an author created themselves. But it's unlikely the author drew those polygons. The data comes from somewhere and the license, be it public domain, CC-BY, ODbL, Royalmail/Crown needs to be made clear. With ODbL the question would be if produced or derived work clauses apply (redistribution).
The website has no contact link, no postal address, one is buying from ... well, whom exactly?
Extracting, transforming, repackiging public datasets to resell them is fine, price is more than reasonable. But if license and attribution requirements are not listed one purchases a dataset that might lead to legal trouble.
