I just asked in a separate thread. Previously Anonymous used "Low-Orbit Ion Cannon" - basically a denial of service tool, that many people could run in order to take down a website. Unfortunately, it seems to be outdated.
A modern replacement would look like AdNauseam ( https://adnauseam.io/ ), except instead of clicking ads it would click random links on target website that lead to itself. Perhaps making a fork of AdNauseam is the fastest way to develop one. I have way too little experience in extension development, but will probably try doing exactly that tomorrow nevertheless.
A tool like that could be used (if coordinated across many people) to DDoS Russian state media websites and services, government controlled social networks, etc.
Another thing more on the hypothetical side (my expertise in comms is non-existent) is trying to disrupt Russian military communications. There is some information on the Internet about the satellites and the frequencies they use. Theoretically, they could be jammable from the ground by sending a strong flood of unrelated data on the said frequencies directly towards the satellites. Note, that doing that from Russia has risk to end up in jail for many years to come.
Stop driving a car, reduce your energy consumption by 50%.
Putin's tanks and planes are paid by exporting oil (and to a smaller degree natural gas) to the West.
Would it work? Yes. Will it work? No. Masses in the West is not willing giving up their style of life to really help Ukraine.
