Because what can Washington do? Other than make matters worse for the US; because at this point the policy response seems to be a strictly adverserial one: sanctions, harsh rhetorics, have the FBI chase Chinese students and researchers ...<p>All policies that deprive the US of its single biggest advantage: That US tech companies and research institutions are extremely attractive to work for and thus suck talent from all over the world including China.
