Preferably android/windows
Price <= $400
Use cases:
- reading e-books/pdfs
- writing and taking notes
- teaching
I have a kindle which is great, but not for pdf.
I tried a Wacom One, but it felt like I was writing with a mouse. Probably I was doing something wrong.
I recently bought a Supernote which is an e-ink tablet. I've had it a few months now and haven't written in a notebook since I got it. I got a daily planner template for it so use it daily. I also sketch out project ideas, etc. It will do ebooks as well but I have a Kindle so don't use it for that.
Even though you specify android/windows, I'm still going to recommend the iPad as it's the best option for what you're looking for.
Other options could be Boox Nova Air (e-ink/android), Remarkable 2 (e-ink/custom linux), Surface Go 1/2/3.
