I don't believe this description fits most cases. While fascism often expresses symptoms like those described, I don't believe these symptoms are necessarily evidence of fascism. This is its true power to recruit new members. The 10 tenets could also describe some more arcane members of feminism or some fields of the social sciences lately, both of which have clear images of enemies and have themselves displayed fascist tendencies. Very few men care about feminism, in western nations universal suffrage is a basic tenet and as good as dogma. Doesn't mean there is too much passion for the next tampon march and that lacking interest is because of fascist tendencies.
Part of the analysis is true although fascists too might be dishonest about their values and much of it is instrumentalized propaganda to play with the fears of future recruits. Because fascism tries to offer them safety. Women were victims here too, mainly from propaganda and being delegated to a small but clear set of responsibilities. They were made to feel important, special and needed and so Hitler was able to get them to vote for him in large numbers. Voting became of course less important over the course of the rule of fascism.
No, here contemporary topics of US politics get mixed up. The real uncomfortable truth about fascism is that some of it reactionary tendencies have a reason and that is often the weakness of its loudest opposition which fascist tend to pay very close attention to. As a reactionary movement it gains power if its opposition gets more militant. The world view of fascist relies on strict principles and they shun violating those as adhering to them is necessary for their sense of superiority. But they hope for any kind of escalation to have an excuse. The supposed victimhood is a necessary and probably most important component though and it is the excuse for fascists to call to arms.
But we could try to find the most concise reason all day but the best antidote against fascism is good and responsible politics. Not only the US sees a lack of that. It doesn't have to be bad politics per se, but sometimes it is badly explained politics. This is why the press often gets attacked too. Why aren't they asking the important questions? A propagandist press will always favor fascism in the long run because they just needed an excuse. And frankly, there are a lot of reason to complain. But this corridor shrank recently with divergent voices being banned (also a clear expression of fascism that the author should name). You don't need an elaborate theory why people might just have enough one day. But you might be lucky to get someone like Trump because while he might not be up to your standards of courtesy, he is not a fascist. Some of his followers are, but so are those of most political parties.
