&gt;We also have not seen any information from Rostelecom about whether this was a configuration mistake or a deliberate action<p>My ISP is Rostelecom and here they have the reputation of being a pretty crappy provider (probably because it&#x27;s a monopoly in a lot of places), so a mistake is a possible reason, it&#x27;s something Rostelecom could do.

From my reading, the answer seems to be yes, but Apple launched mitigations already after 5 hours.
