I don't mean to defend the actions of kiwifarms, but clearly their actions are not particular to any given continent. Her failure to protect her opsec is certainly unfortunate, and she is not entirely blameworthy for it, but I see no reason why her ability in that regard will improve because she has traveled to another landmass. If she believes being farther away from her home offers her some protection, then that would be as easily achieved elsewhere in canada, or in the US. If she intends to be more careful when she moves elsewhere, then she could very well remain in london and do the same.
I am doubtful that her strategy of requesting the aid of cloudflare will be effective in deplatforming kiwifarms. Though cloudflare has removed websites in the past, this only rarely, and I believe they have stated they regretted it. Regardless, there are other services to protect from DDoS attacks, and we see both the daily stormer and 8ch are nowadays online again.
While distasteful, the best strategy in dealing with these sorts of websites is to ignore them and their malicious behaviour. Cease to offer them the reward of a reaction, and they will quickly grow bored and move on. It is unfortunate to be the current target of their amusement, but fortunately one has some degree of control over whether one remains that way.
