The telegraph need to raise their journalistic standards, assuming they've had any in the first place.<p>Why not provide a link to the proposed legislation, or some video where the councillors are discussing it?<p>On another note, cars a bit of problem in busy cities with narrow streets, and bicycles are also too spartan for many people.<p>What is needed are those kind of tiny cars you see in Netherlands that carry a single person or two, but also good enough to carry shopping.<p>Banning cars is also over the top. Just make cycling facilities good enough for all people from the ages of 6 - 90, and enough people will switch to cycling to make cars less of a problem, electric or otherwise.<p>In many old English towns with narrow streets (the major cities included) you can guarantee that making cycling safe for all ages from 6-90 will be enough to move unnecessary driving of the streets.
