Shoes that make you walk 250% faster

I don't really get the advantage of powering the wheels. Passive heel shoes can achieve higher speeds and could probably be improved toward easier use with more minimal electronics or mechanisms? I.e. a wheel lock for steps could be low or no power.

I think one of the original use cases for stilts was the increase in speed. Was it 250% though?
