Getting people to agree on what the problem is and to agree to a common solution is usually the biggest hurdle to solving any big problem. The first step is to get people to agree on the problem as a group. Second, build trust among the group. You build trust by making sure that people are laser focused on the outcome. Don't let people forget what their goal is. Third, define a solution in which everyone has input on it. Finally, plan and implement the solution. It's a long and difficult path but otherwise people will not help or, worse, people will work against it in spite or with the idea that they have a better way to solve it.
