Any problems students experience in transferring credits are entirely the fault of the college/university administration, especially between same-state schools. Community colleges have been major feeders to the university system at least since the 1960s. I remember in the 1970s hearing about negotiations between the local university and CC departments to ease the transition of students between schools. Of course, there were always some courses that were taught less rigorously at the CC, but students were told up front about their transfer value.
