Inflation rose at a 4% annual rate in May, the lowest in 2 years

Confusing terminology. Is inflation at a 2 year low, or did it rise the least in the last 2 years?<p>Neither is particularly comforting, but one is worse than the other, and I imagine the wording is tricky on purpose
