Whether or not you agree with the authors' political aims, the article seems to explain a lot of the phenomenon:<p>1. Quotas that are continually pressed.<p>2. Spending to give the workplace some amenities that make it notnlike the typical male-dominated blue collar work.<p>3. Opening up entry-level jobs, which has the effect of probably being the relief for all women who would want to break into the sector (i.e. you can achieve 50% women without meaningfully changing the representation of women in the sector overall by being the only mine in the whole country which is presenting an attractive workplace to women.)<p>It's a pretty good article.
