I think that's a good thing, ultimately. Making it a non-issue avoids (if this means what I assume it does) the bureaucratic black hole of trying to prevent it.<p>It's up to educators to find ways to assess student knowledge beyond submitted written assignments. Though it must be said, this has been normal for educators since the beginning of education, basically. An in-person hand-written quiz, or a spoken conversation or presentation will show pretty quickly how much students have actually learned.
