I'd like to point out that this has a disclaimer[0] by SSB in the Norwegian version (but not the english one) translated here:
"A Discussion Paper is a preliminary version of a research work that the authors want discussion around and input on, before possibly revising and trying to get a final version published in a scientific journal. Discussion papers are commented on by other researchers at Statistics Norway before publication, but both conclusions and choice of method are the author's own responsibility."
And here are two reviews/rebutalls by the Norwegian University of Science and Technology, Industrial Ecology Programme:
https://blog.indecol.no/climate-sceptic-talking-point-publis...
https://blog.indecol.no/dagsvik-silent-on-the-sensitivity-of...
[0] https://www.ssb.no/natur-og-miljo/forurensning-og-klima/arti...
