What If Money Expired?

Actually it does expire. Not all of it, true. Some money lasts decades or more.
Paper money doesn't remain usable as long as metal coinage, but even some metal coinage is no longer accepted.
As inflation rears its ugly head, the smaller denominations become discontinued and no longer accepted by vendors. In some countries, whole bunches of coins are redesigned, leaving the old coins no longer acceptable. Sometimes whole types of currency are discontinued, leaving holders of that older currency (think Euros displacing French Francs) with lots of worthless paper. For that matter, think of holders of Confederate Notes in the US. Items of interest maybe, but not usable if you want to buy a Big Mac.

Interesting article. Maybe taxes on (some) capitals/property is (quite) equivalent to expiration. Money (value) accumulated that not contribute to development (probably) must be taxed, to enter it in the development cycle. But made it expiring seems a waste of value, decreasing it's value with time maybe is better, to avoid it, must be invested in something productive..

The article immediately, within the 2nd sentence, shows how little the author knows what they're talking about. Who in their right mind thinks monetary policies could be considered "anarchist"?
More on topic, it seems to me that having money expire would only further benefit the class who does nothing but move money around.

My money is already expiring quicker than ever thanks to the intentional inflation.
