I'm reading The Universe and the Teacup by K.C. Cole and in the chapter on voting she mentions the "Alabama Paradox"<p>> The exploding 1880 census figures, for example, prompted a revision of the ways representatives were elected to Congress. Specifically, the House of Representatives was made bigger — a change you would expect to produce greater representation for at least some states. And so it did. However, under one scheme, the State of Alabama would have lost one seat, even though the total House membership increased. This so-called Alabama paradox forced the leaders to find a less objectionable solution.
