From the author: George Bush was President, America was still kind of hyped up about a terror attack, and the relatively newly formed Department of Homeland Security wanted us to feel prepared for another at any time. They recommended the purchase of duct tape and plastic sheeting to protect ourselves from unexpected chemical or biological warfare, and offered further advice in the form of a website, Ready dot gov, illustrated with awkward generic pictograms that the internet quickly found new captions for, such as "If you see a terrorist arrow, pin it to the wall with your shoulder." The art in this game is mostly made of these images.
