If telecoms can do number portability, they can enforce they can figure out if the "caller ID" is for real.<p>This is clearly a battle of the lobbyists. We can almost be certain that phone spammers have bribed US Congress on this in the past, and that US telecoms have "pink" contracts with spammers, otherwise the amount of complaints alone would motivate telecoms to shut down the spam.
