If people in a community want to live in a dangerous area I think that's kind of their choice if we want to respect freedom of choice. I can understand the cities position as well it is expected to provide a number of services such as electricity and sanitation but also emergency services as well. I think there's a very easy resolution to this the citizens feel that they are not getting the help from the city they deserve and the city feels that the area is unstable and uninhabitable. Therefore redraw the city borders allow them to succeed from the city. The articles quite clear that they feel that the city has not been doing anything and wisely with the tax dollars to assist them with this problem and they have been spending the money themselves. The city can simply remove them from the city limits and allow them to incorporate in their own way that suits their community best. This way they can deal with the problems themselves and the city is not burdened with their issues.
Like any place that is deemed to hazard and public services can indicate that that's hazardous and they cannot send people there. Their community can contract for their own services and emergency services they can try and contract with neighboring communities for those services or they can go without. We do have a definite problem in our country where we can't seem to let people deal with the problems they made for themselves.
