In the past, I've often seen that hardware is usually more advanced than the software that runs on it. Meaning that it's usually possible to have the software run more efficiently. New hardware makes it possible to substitute raw hardware speed for efficient code and make the application run faster without having to be super concerned about efficiency.
China is going to have to get the most out of old hardware by being better coders. Their big advantage is that they can hire the best AI people at a fraction of the cost in the US. So their goal will be just to keep up but they will do it at a fraction of the cost of what the US companies will spend. In turn, they will be able to sell whatever they produce way cheaper.
It's the same problem we have seen over and over. It gets invented in the US but gets produced much cheaper in China. We've seen this same issue for the last 30+ years. How do you win a race like that?
