That's Congress's job isn't it? I mean, the House does appropriations yearly as required by the Constitution, and logically, all the executive branch does is carry out the plan. Of course, the Courts make judgements about whether the executive branch has interpreted laws correctly. It's checks and balances, so that all voices are heard and no single special interest prevails, right?
