France suggests targeting Big Tech's data use in response to US tariffs

Yes please, long overdue. And use the collected money to fund free (as in freedom) and opensource software (and hardware) projects/communities.

This should happen anyway, not just as a response to tariffs. But if that's what it takes to have the political will, then I won't look a gift horse in the mouth.
