Well run services don't step outside the boundaries of their authority willingly. They demand a paper trail of justification, lest somebody come looking for the reason behind the action. You would think the US Marshals are a legally constituted body, with regulations over entry, arrest/detention, evidence collection, rights to arms and legal constraints on their use. A budget even, demands a line item, and some accounting.<p>So if its well run, we should be able to know how this was authorised, on what basis. And if it's not well run, isn't that a major issue in itself?
