First, he gets the result he wants despite the "administrative error." Second, <i>unless the federal courts employ the "capable of repetition yet evading review" exception, or some other exception, to the mootness doctrine</i>, the case would be moot; the courts can do nothing; Trump claims victory; and we have on our hands, at least for a while, bad precedent (or a case whose precedential value Trump can contort to his own ends).<p>No doubt there are other advantages to him, but these two are salient.
